Kashgar Border Permit for Foreigners: What to Check

Two different permit systems may be relevant. Confirm your exact route and document type; an electronic permit does not mean online self-application.

Plan at a glance

  • Confirm the exact route before paying for a non-refundable mountain trip.
  • Separate official paperwork from any paid agency assistance.
  • Keep an agreed city alternative if the planned extension cannot operate.

Does one border permit cover every trip?

No. Searching for a “Kashgar border permit for foreigners” brings together documents that serve different purposes. The electronic Border Area Pass concerns border administration areas. The Aliens’ Travel Permit concerns travel to areas not open to foreign nationals. Ask the competent authority which, if either or both, applies to your exact itinerary.

Being allowed to enter China does not itself confirm access to every border-area stop. Equally, a rule for one restricted area should not be presented as a blanket ban on all trips from Kashgar. The missing detail is usually the named route, not simply the city where you start.

Electronic Border Area Pass: the current distinction

The National Immigration Administration’s April 2026 guide includes foreign nationals, but requires them to apply in person. Its online self-application route is for eligible mainland Chinese residents. Electronic issue and online eligibility are different things.

The guide specifies valid travel documentation, an application form and a photograph, with guardian evidence for accompanying children. It states that the official pass is free. Straightforward qualifying on-site applications can be issued on the spot; further review can take up to 10 working days. Check the receiving office before relying on immediate issue.

Aliens’ Travel Permit: a separate question

The NIA also publishes a separate service guide for the Aliens’ Travel Permit. It applies to travel into areas not open to foreign nationals and calls for supporting materials related to the visit. Its published decision period is up to 30 working days after acceptance.

This does not mean every Kashgar mountain visitor must wait 30 days. First establish whether the specific area requires this permit. Do not substitute an electronic Border Area Pass for a different required approval, or assume a travel agent can guarantee approval.

Send this information before confirming the trip

Prepare a stop-by-stop route, travel dates, overnight locations, nationality and the type and validity of your travel documents. Include each traveller, including children. If the itinerary mentions only “Pamir”, ask for the towns, lakes and any border extension to be named.

Use the agency’s agreed secure channel for passport copies; avoid putting document images into a public chat or social post. Ask for the receiving authority, current document checklist, appointment arrangements and the time needed in Kashgar before departure.

Keep a written record of the reply. It should state what can be arranged for your party, what still needs approval and what happens if a stop is refused. An old traveller’s screenshot may help you formulate a question, but does not establish your eligibility.

What remains to be confirmed locally

The national guides do not provide a live list of accessible Kashgar–Tashkurgan stops for your nationality and dates. Confirm that locally before making the booking final. You can use the NIA’s 12367 service for official guidance and ask to be directed to the competent receiving office.

Agree who pays any administrative assistance fee, whether it is refundable and how the itinerary changes if approval is delayed. Keep a city plan or a changeable onward booking available. Carry the original identity documents and the permission records in the form requested for checks; a tour confirmation email alone is not a permit.
